The Constitution of Chinese Students Union in India

(Protocol) 1、General Principles (1) The full name of student union is “Chinese Student Union in India”, the shortened form is “Chinese Student Union”. This item applies to Delhi temporarily. (2) Chinese Student Union is a student organization which is formed by the Chinese Student volunteers studying in various universities in India. (3)Chinese Student Union is to enhance the relationship between the Chinese students and others, following the principles of honesty, trustworthiness, fairness, and practicality, to represent and protect the rights and interests of Chinese students, and to serve all the students full of heart.

2、purpose of the Student Union (1) To comply with the laws and rules of India, and organize Chinese students in activities of various fields such as study, science, technology, culture, sports, foreign exchanges and volunteer services and so on in order to promote the comprehensive development of students. (2) To comply with the school regulations and disciplines, encourage favorable spirits of study, promote the solidarity among Chinese students and Sino-foreign students, and to help school form good teaching order and learning environment. (3) To organize students to participate in self-service activities like mutual help , community services in campus , and help Chinese students cope with their practical problems encountered in learning and the daily life. (4) To help general students communicate with schools and embassy, reflect the recommendations, suggestions and requests of students to schools and embassy by various normal channels, participate in the organization and management of Chinese students in respect of school affairs, and to protect the legitimate rights of Chinese students. 3、Organization and Obligation (1) Organization 1)Council 2)Sub-organization The Secretariat, The Liaison Department, The Propaganda Department, The Culture and Sports Department, and The Networks Maintenance Department (2)Obligation 1) Council Ⅰ To cooperate with the school to cultivate the favorable spirits of solidarity, courtesy and diligence of Chinese students. Ⅱ To Reflect students’ attitudes and suggestions to the related sections of the school in time, and care about students’ life, studying and their focus. Ⅲ To direct the work of every department of the Student Union, preside over regular meetings, coordinate the work between different sections, and to promote the harmony of the Student Union. Ⅳ To organize and arrange each important activity, and to be responsible for the work such as summarizing, evaluating and commending. Ⅴ To be responsible for the self-building and ideological work of the Student Union, and presiding regular cadre meeting. Ⅵ The council has the right to depose members in every position through vote. Ⅶ The council has obligations to audit the accounts of the Student Union and to assign the related responsibility. The council is composed of positions as follows: Consultant, Chairman, Vice Chairman, Deputy Director, and the Director 2) The Secretariat Ⅰ To assist the routine work of the Student Union for the chairman, and help keeping in touch with the embassy. Ⅱ To record the come-and-go information of the Chinese students for each year, and to establish the complete files.

Ⅲ To coordinate the relationship between different departments, accelerate the Union working smoothly, make notice for meetings of the union, register the attendance,  and to assist in allocating manpower, transmitting the message, and composing relevant documents.

Ⅳ To manage all the expenses of CSUI, and all the details of accounts must be transparent. Every input and output of finance must be signed by four parties: the chairman, the accountant, the related departmental minister and the handling person. Otherwise, the Student Union can’t reimburse the expense. Ⅴ To collect all the information about troubles encountered by Chinese students, sum them and then to report to the council. Ⅵ To supply and ensure logistics supports in all activities including reserving vehicles, rooms, meals, and air tickets of winter and summer vacations. The Secretariat is composed of positions as follows: the General Secretary, the Assistants (4), the Cashier, and the Accountant 3) The Liaison Department Ⅰ To coordinate with other departments, and carry out various sodalities, strengthen the connection between our union and other countries’, invite foreigner students to take part in our activities, maintain and carry forward the spirit of cooperation embodied in Chinese diplomatic activities. Ⅱ To seek financial sponsorship appropriately to enhance student's financial operation. Ⅲ Responsible for communicating with media, business circles, and other social groups. Liaison Department is composed of positions as follows: Minister and General Director. 4) The Propaganda Department Ⅰ To make propaganda for various activities, and organize academic activities, actively strengthen the publicity of the Student Union, and to promote cultural exchanges between China and India. Ⅱ To organize members to take part in various social and historical relic visits based on the principles of equality and voluntariness. The Propaganda Department is composed of positions as follows: Minister and the General Director 5) The Culture and Sports Department To organize all the cultural and sports activities to enrich students’ life after school. The Culture and Sports Department is composed of positions as follows: Minister and the General Director 6) The Networks Maintenance Department To setting up Internet network platform, integrate all the resources and to provide a variety of information. Networks maintenance department is composed of positions as follows: Minister and the General Director (3) The way of being a member and his rights and obligations 1) Firstly, students should fill the application form. 2) The application form can be downloaded in the website of CSUI. 3) The members can enjoy all the rights and obligations prescribed by this constitution.4、Regulations on management of cadres

(1) Post Responsibility System

1) The chairman and members of the council are responsible for studying out a work-plan of each term, directing and supervising every activity and doing well the coordination. 2) The minister of each department should synthetically arrange the work, and try to finish each task. 3) The meetings of CSUI must be held regularly (once a month), and can be held temporarily in case of important activities. The chairman, ministers and relevant persons can not be absent except in special cases. 4) To discuss the significant problems regularly, summarize the former work, allocate tasks and exchange different thoughts. 5) The students’ ideas and suggestions can be submitted to the Secretariat before the regular meeting and be discussed in the meeting.

(2) Appointment System

1) The Student Union should held the Re-election once a year based on the principle of contested election, which should be planed by the former council. 2) The cadres’ term is only one year. The chairman and the minister of each department can be reappointed but no more than two continuous terms. They still can be appointed in alternate term. 3) When the cadre wants to quit the Student Union during his term, he must submit a paper application in advance and make an explanation 4) The council can depose the cadre by voting, who is not capable of fulfilling his obligation or transgress against the law of China or India, in order to maintain the reputation of the Student Union. 5) The time of the re-election is between Sept. 20th and Sept. 30th. (3) Application for activities 1) Each department should submit the application and win the approval of the director before carrying out activities. The contents of the application include the name, time, site, the number of people, the course, purpose, significance and the expense. 2) It should be carried out according to contents after approval. If it needs the cooperation from other departments, the relevant ministers should grant the assistance. 3) It should be summarized after the activity.

(4) Reimbursement System

1) The Student Union is a Nongovernment Organization aiming at serve students, in accordance with which, accounts should be synthetically managed. 2) The Secretariat is responsible for appointing one cashier and one accountant. 3) The expense scheme should be submitted to the Secretariat before the activity. After all things finished, the bill and the receipt also must be submitted to the Secretariat and all the cost can be checked and reimbursed by relevant person 4) The relevant linkman should record the available contact information (such as name, address, and the mobile number and so on) of the financial sponsor so as to have a check. 5) The receipt is necessary, and should be accompanied with the name of the activity, the time of the reimbursement and the signatures of the chairman and the relevant minister. 6) The faking behavior is strictly forbidden. 7) The details of accounts should be uploaded into the website of CSUI before each re-election and be supervised by all the members.

5 Methods of Encouragement The Student Union will grant such kinds of award as follows which are voted by the council: (1) Outstanding Work Award (2) Remarkable Achievement Award (3) Valuable Devotement Award (4) Valuable Honor Award

6 Annotations (1) All explanation right of this constitution goes to the Council of CSUI. (2) This constitution is carried out from the passing date.
